NIETC Safety Boot Program

Occupational Foot Protection & the NIETC Safety Boot Program

Employees who face possible foot or leg injuries from falling or rolling objects or from crushing or penetrating materials are required to wear protective footwear as per OAR 437-002-0137, Oregon Rules for Foot Protection.

  (1) Special types or designs of shoes or foot guards are required where conditions  exist that make their use necessary for the safety of workers.

Foot and leg protection choices include leggings, metatarsal guards, toe guards, combination foot and shin guards, and safety-toe shoes.

Safety-toe shoes have impact-resistant toe boxes and heat-resistant soles that protect the feet against hot work surfaces common in roofing, paving and hot metal industries. The metal insoles of some safety shoes protect against puncture wounds. Safety shoes may also be designed to be electrically conductive to prevent the buildup of static electricity in areas with the potential for explosive atmospheres or non-conductive to protect workers from workplace electrical hazards.

The NIETC safety-toe boot program was established to provide a partial cost reimbursement to Local 48 electricians and technicians who work on job sites that mandate their use.  These reimbursements are initiated by your employer using the guide below:

  1. The employer must submit a request to the NIETC Safety Boot Program on their letterhead  identifying the employee and why the employee is to purchase safety-toe boots.  Examples might be:
    - The assigned work task requires the worker to repetitively lift more than 50 pounds.
    - The customer requires hard toed safety boots on their premises.
  2. The employer submits a written request for refund on company letterhead including a copy of the boot purchase receipt to NIETC Safety Boot Program, 16021 NE Airport Way, Portland, Oregon 97230
  3. The employee will be reimbursed 50% of the purchase price on one pair of boots. ($60 for a $120 purchase, $75 for a $150 purchase to a maximum reimbursement of $100).
  4. Checks are processed twice a month by NIETC.  Process dates are the 15th and the 30th.
  5. It is recommended that employees consider the purchase of fiber or composite toe safety boots instead of the electrically conductive steel-toe boots.
  6. The program is open to all employees of those employers that participate in the NECA-IBEW Electrical Training Trust funding process.  Employees eligible for participation include Journeyman and Apprentice electricians, Limited Energy and Support Technicians.
  7. An employee may receive a safety-toe boot reimbursement once every two years using the calendar date of the last purchase as the anniversary date.
  8. This program does not include the purchase of any soft toed or regular safety boot or shoe.
